Product and Service Provided

As in its mission statement, DCA is guided by the Ministry of Transport Mission to administer and regulate the aviation industries. Consequently and appropriately, it does not provide direct service to the public. Additionally, it does not provide infrastructures or integrate them with other modes of transport. Its main function is to ensure that air (aviation) transportation systems that are performed by direct service providers are constantly safe for the end users.

DCA’s number one priority and a primary purpose of its organization is regulation enforcement – a legislative mean to ensure that the aviation service providers will conduct their activities in accordance with appropriate regulations.

 

Aviation Service Providers

The framework of the National Legislation has been formulated in accordance with the Chicago Convention through its Annexes that outline the Standards and recommended practices. With this framework, the DCA issues rules and requirements that the service providers shall comply. The service providers including air operators, maintenance organizations and manufacturers then provided detailed operating instructions that DCA analyses and endorse before the commencement of any services that providers had proposed.

Air Traffic Control Services

Basically, DCA provides certification services to aviation services providers, but however, it currently provides service related to air traffic control for orderly and expeditious movement of aircraft in its space. The Government currently is in the process of allocating a private entity to conduct this service similarly as it has allocated the airports and air carriers. The Aviation College will also be privatized in this process.

Air Traffic Control Services

 

Search and Rescue (SAR)

This unit is responsible for the coordination of SAR operations for aircrafts involved in accidents. Detection and tracking effort is assisted by the radar system and immediate notification is needed to alert relevant parties such as Royal Malaysian Navy (TLDM), Royal Malaysian Air Force (TUDM), Royal Malaysia Police (PDRM), Marine Department and Marine Police for immediate rescue action.

Air Navigation Facility Charges (ANFC)

The charges for aircraft using air space under the jurisdiction of DCA Malaysia are according to the following table:

Not exceeding 2,500 Kg

Exceeds 2,500 Kg but not exceeding 5,000 Kg

RM 0. 10

Exceeds 5,000 Kg but not exceeding 45,000 Kg

RM 0.15

Exceeds 45,000 Kg but not exceeding 90,000 Kg

RM 0.20

Exceeds 90,000 Kg but not exceeding 135,000 Kg

RM 0.25

Exceeding 135,000 Kg

RM 0.30
