OPERATING CODE OF CONDUCT
Having noted that DCA ‘s Mission, Objection and its Aspiration, following are the methods how DCA to achieve the objective:

Maintaining a high standard of Aviation safety by:
- Promoting shared commitment to aviation safety in Malaysia and internationally; by working together in DCA to achieve collective goals, forging partnerships with aviation community and similar mechanisms, developing harmonised safety standards through ICAO, and promoting external delegation of authority consistent with safety security and resources.
- Using risk management techniques in decision making; by being proactive safety manage to identify , respond and improve any system deficiencies; by adopting a structure process to asssist decision-making for front line and management operations, regulatory change, program priorities and policies, and by providing training in risk management.
- Strenghtening their professional skill: by establishing a Human Resource Plan and comprehensive training policy to rpovide training and development suported by standards and job profiles which detail managerial, technical and develomental skills.
- Delegating certain regulatory authorities to its clients who have adequate trained personnel only when DCA is supported by trained personnel only when effective monitoring through various delegations including (but not limited to): DCA Inspection; Training Organisation; Medical Examiners; Authorised Company Examiners; Designated Flight Test Examiners; etc:
- Keeping each other, the aviation communities and the travelling public well informed through staff meetings, employee information sessions, newsletters, Web Pages, consultation and participation in association meetings and conventions;
- Applying the Malaysian aviation regulations fairly and consistently whilst:
- recognising the low risk operations through reduced regulatory attention;
- understanding and lenient for minor violations;
- enhanced inspection and surveillance for high risk companies and individuals; and
- firm punitive action for witful lawbreakers.
